CEMEX operate restoration projects that utilise inert waste for quarry restoration. Such waste operations must be carried out with the benefit of an Environmental Permit issued by the local regulator. This will the the Environment Agency in England, Natural Resources Wales in Wales and Scottish Environmental Protection Agency (SEPA) in Scotland. The permits can generally be of two type: a recovery permit or a bespoke landfill permit, although Standard Rules permits may be used for certain operations such as recycling. Waste Management exemptions still exist in Scotland (March 2017) but these are expected to be removed in favour of Recovery and Standard Rules permits in the near future.
Where inert waste is being deposited in a landfill or as part of a recovery operation the permit working plan will include details of Waste Acceptance Procedures that must be operated on the site. Part of the procedure requires that waste samples are taken and sent to the CEMEX contract laboratory for analysis. These samples are not for formal Waste Acceptance Criteria testing but for CEMEX Duty of Care analysis. This section describes how the Duty of Care sampling must be recorded in EDGE prior to despatch of the samples to the laboratory.
